Sorry for the slow reply. Everything is on go-slow over the holidays. Will be back in full swing a few days after the new year.
The only CD duplication service I've ever dealt with is disc makers and they do ship international. But you'd need to compare prices. They have a funny ricing structure where there are these huge discounts as you go up in volume, but they don't go incrementally. In other words you might get 500 CDs for just a little more than 100 CDs, but then 600 CDs is suddenly not a great deal, but 1000 CDs is, so be sure to play with their pricing calculator a bit.
