Hey Dwain,
I have never used anything like that myself. I just plan my route and start looking for ideal venues, then jump on the phone. But it's been a while since I've toured.
I'm sure you;re familiar with Indie Bible's Touring Bible. That's a good resource. Not sure if there is a site out there like you are looking for or not.

I like using http://www.indieonthemove.com 
The gigs in there are not always paying gigs, but it's a good resource and with reviews on clubs by musicians that have played there. Hope it helps.
