We just started running a campaign yesterday and facebook showed 3 subs across two ad sets for a cost of around $5 each. When I went into Aweber, we actually have 6 subs. So looks like the cost was actually around $2.50 per sub, which is a lot better than $5.
We have confirmed opt-in on and last week, we were getting double the subs on facebook, because the opt-in was showing the 'thank you' page twice. We since then tried to fix it...but these stats are weird. I've never seen Facebook do this before, where it is reporting 50% less conversions than is actually happening in Aweber.
I've paused the campaign, as I'm not sure Facebook is getting the 5 actions it needs per day to hone in the algorithm - but the Aweber stats are different. I'm not sure if this is an Apple iOS 14 thing or if we should go back and check on our pixel?
What do you think is going on and what should be our next steps?

I have seen this before, and Facebook is saying that there can be delays in conversion reporting because of iOS 14. But I'm not sure that's what is happening. I would contact Facebook support. My guess is that this is one of those things that will resolve itself. Though it may take starting a new campaign. Facebook may or may not be helpful, but it's worth starting a support chat.
