Yes, there is a quality score factor so one of two things could be happening. If you have run this campaign in the past and experienced a low click through rate it, it's likely that the suggested bid price will be higher than it would otherwise. If that is the case I would start a new campaign from scratch. It's possible that they could factor in the domain as well though. I haven't seen that, but it's possible.In which case you would need to run a campaign with a better click through rate to dig yourself out. Fortunately, it doesn't take long.
If this is the very first time you are running a campaign, then it could be that Charley's track record is bringing down his price.
Your CTR affects things a lot. If you get less than .1% it could get expensive. If you get over that, you are usually going to pay a fraction of what you bid.

This is the first time I've tried to run this ad. I think I'm going to hold off on it and try another method of driving traffic first, and then I'll do a few days with the high price, hopefully get some good CTR and be as popular as Charley!

If you haven't run anything in the past then you may just need a little history under your belt. It's also possible that it's your landing page, but I doubt that. I don't believe there quality score currently takes keyword relevance into consideration, at least on any significant level.
When in doubt, you could always just contact them and ask Explain that others are seeing much lower prices, etc.
